CMS to implement Hospital Outpatient Quality Reporting program in 2008
In the Outpatient Prospective Payment System (OPPS) final rule released November 1, 2007, the Centers for Medicare and Medicaid Services (CMS) outlined its plan for outpatient hospital quality reporting, the Hospital Outpatient Quality Data Reporting Program (HOP QDRP). The reporting period will begin on April 1, 2008 and hospitals will report on the outcomes of seven designated quality measures. This reporting will allow hospitals to receive the full annual update for their OPPS payments (the full conversion factor) in 2009. The HOP QDRP is organized in much the same way as the inpatient quality reporting program, the Reporting Hospital Quality Data for Annual Payment Update (RHQDAPU) program. While the reporting does not begin until April, there are administrative tasks that need to be completed now. Hospitals are required to submit a notice of participation form by January 31, 2008.
